MINUTES OF THE OPEN SESSION MEETING OF
THE TEANECK TOWNSHIP COUNCIL
HELD IN THE MUNICIPAL BUILDING COUNCIL CHAMBERS ON
TUESDAY, DECEMBER 14, 2010
Mayor Hameeduddin called the Open Session Meeting of the Teaneck Township Council to order at 8:00 p.m. and asked all those present to rise for the Pledge of Allegiance.
Present: C. Parker, C. Stern, DM. Gussen, C. Honis, C. Katz, C. Toffler, Mayor Hameeduddin.
Also Present: S. Turitz - Ferrara, Turitz, Harraka, & Goldberg, Esqs.; W. Broughton, Township
Manager/Acting Clerk; J. Evelina, Senior Clerk; I. Abbasi, Executive Assistant.
Adequate notice of this meeting has been provided by Resolution 170-10, setting the 2010 meeting dates, sending a copy to THE RECORD, THE SUBURBANITE, THE BERGEN NEWS/SUN BULLETIN, THE JEWISH STANDARD, and THE COUNTY SEAT, filing a copy in the Township Clerk’s Office and posting it on the Municipal Building bulletin board, and the Mayor hereby directs that this statement be included in the minutes.
Mayor noted the next televised meeting will take place on Tuesday, January 11, 2011 at 8:00 p.m.
PUBLIC INPUT ON 2011 MUNICIPAL BUDGET
There being no further persons who wished to speak, Mayor Hameeduddin declared that the public input on the 2011 budget was closed.
PRESENTATIONS AND PROMOTIONS
a. Acting Fire Chief to Fire Chief – Township Manager Broughton spoke in honor of Acting Fire Chief Anthony Verley, a 23-year veteran of the Teaneck Fire Department and swore him in as Fire Chief. Manager Broughton commended Mr. Verley on his loyalty, honesty and welcomed him to the management team. Manager Broughton noted that Chief Verley is the first African-American to reach this level within the Teaneck Fire Department and believes he will take the Fire Department to new heights.
The Council congratulated Chief Verley on his promotion. Mayor Hameeduddin spoke on behalf of the Township Council congratulating Chief Verley on his new promotion and commented on how it is well deserved. C. Honis commented on the achievements he has made, in which few may not achieve in their career, and how lucky we are to be the beneficiaries of his achievements. C. Katz stated how he has served on the ambulance corp. with Anthony for over 20 years, echoed the words spoke of by Manager Broughton and noted what a professional he was. C. Katz further noted he was a professional and dedicated member of Teaneck and how the residents of Teaneck and Teaneck are the beneficiaries of today’s great promotion. C. Toffler commented on how she has waited a long time to see this.
Chief Verley delivered a “thank you” speech, thanking the Mayor and Council, Manager Broughton and all assembled in the audience for coming and appreciated the opportunity given by the Township to lead the Fire Department and stated he will do his best to carry out his duties. Chief Verley further thanked his wife, parents and brother for supporting him.
b. Battalion Fire Chief to Deputy Fire Chief – Township Manager Broughton spoke in honor of Battalion Fire Chief Thomas Draney, a 24-year member of the Teaneck Fire Department and a second-generation firefighter to his late father, Ret. Fire Lt. John Draney, and swore him in as Teaneck’s new Deputy Fire Chief. Manager Broughton stated this position would be in charge of operations within the department.
The Council congratulated Deputy Chief Draney on his promotion. Mayor Hameeduddin spoke on behalf of the Township and Town Council admiring him for his hard work and stated he knows he will do a great job. C. Honis noted it was always wonderful to promote from within and congratulated him on another success story. C. Toffler congratulated Deputy Chief Draney and remarked that from her point of view, these were all products of the Teaneck High School Class of 59’ and how his mother was a former classmate. C. Parker later arrived and congratulated both Fire Chief Anthony Verley on this historic moment for Teaneck and Deputy Fire Chief Thomas Draney on their new promotions and wished them both the best as they continue to serve the citizens of Teaneck.
Deputy Chief Draney delivered a “thank you” speech, thanking all for the opportunity to serve the town and, to his fellow colleagues, look out!
2. 25-Year Anniversaries:
a. Captain Keith Richter (Retired) – Township Manager Broughton presented Mr. Richter with an anniversary watch and thanked him and his family for his sacrifices over his 25 years of service with the Teaneck Police Department.
b. Sergeant James O'Brien (Retired) – Township Manager Broughton presented Mr. O’Brien with an anniversary watch and thanked him and his family for all he’s done.
C. Katz thanked both Mr. Richter and Mr. O’Brien for all they have done for Teaneck. Mayor Hameeduddin spoke on behalf of the Township of Teaneck and congratulated both of them on all of their service. C. Stern spoke of spending lots of time over the years with both the Police and Fire Departments and commended both Chief Verley and Deputy Chief Draney on heading up the Fire Department and to Retired Police Captain Richter and Retired Sergeant O’Brien on being a part of what he feels is the finest police department in the County of Bergen.
PUBLIC HEARING AND ADOPTION OF ORDINANCE
MEETING OPEN TO THE PUBLIC FOR GOOD AND WELFARE OR PUBLIC INPUT ON ANY MATTERS ON THIS AGENDA
Mayor Hameeduddin inquired whether any member of the Council had any comments prior to opening the meeting to any comments from the public.
Mayor Hameeduddin declared that any members of the public who wished to be heard at that come forward and state their names for the record. Comments shall be limited to five minutes per person.
Phillip Perfuso, Teaneck, encouraged support from Mayor and Council for a Medical Overlay Zone for the property at 639 Teaneck Road.
Hubert Austin, Teaneck, requested help from Mayor and Council for an adequate facility to play basketball.
Emil Lebovich, Teaneck, discussed actions of a Councilmember.
Howard Rose, Teaneck, touched on the message of an earlier speaker and encouraged one to speak on more of a private level rather than a public level, quoting “if you can’t resolve your differences, vote different next time”.
Mark McCloud, touched on the request of and earlier speaker asking Mayor and Council for their help on behalf of the Teaneck Shot Callers.
Anthony Wilson, Teaneck, spoke on the importance of the Teaneck Shot Callers mentoring program and asked for direction from Mayor and Council.
Arnold Lit, Esq. for the Teaneck Landlords, spoke about the proposed Ordinance No. 4209 in which he opposes and asked Council to reconsider.
There being no further persons who wished to speak (or the time limit of one hour having expired). Mayor Hameeduddin declared that the public comment portion of the meeting was now closed.
Mayor Hameeduddin inquired whether any member of the Council or the Manager wished to respond to the public comments or whether a member of the Council wished to remove any item from the Consent Agenda and have a separate discussion thereon.
Deputy Mayor Gussen committed to sitting down with the coaches of the Teaneck Shot Callers and the Recreation Director to discuss available resources. C. Honis joined DM Gussen on meeting with the coaches. C. Katz recommended the Teaneck Shot Callers set up a meeting with the Township Manager to facilitate getting such facilities.
S. Turitz advised that we are awaiting the price from the Planner on the Medical Overlay Zone.
All matters listed below are considered to be routine in nature by Council and will be enacted by one motion. There will be no separate discussion of these items. If any discussion is desired by Council, that particular item will be removed from the Consent Agenda and will be considered separately.

DM. Gussen read the amount of the Bill List into the record. ($8,347,857.15).
DM. Gussen moved to approve the Consent Agenda, including Minutes, Resolutions, and Bill List, and dispensed with the reading of same inasmuch as it has been posted on the bulletin board all day. Seconded by C. Stern.
Mayor Hameeduddin called on Ms. Evelina for a roll-call vote.
In Favor: C. Parker, C. Stern, DM. Gussen, C. Katz, C. Toffler, Mayor Hameeduddin.
Abstained: C. Honis.
DM Gussen moved Resolution #341-10 for the purpose of discussion. Seconded by C. Parker and unanimously carried.
Manager Broughton noted there would be a meeting held on December 15, 2010 tomorrow with Blue Shield Consulting, LLC in Bogota.
Mayor Hameeduddin declared said items were passed
1. Rent Control. S. Turitz reported if approved, it would go into effect February 1, 2011.
2. Leadership Teaneck. C. Parker reached out to former Mayor Kates who indicated an interest in organizing the program and suggested a councilmember be present at each session. C. Honis and C. Toffler agreed to work with C. Parker and Ms. Kates on this project.
C. Katz inquired on the status of the traffic light at the corner of Cedar Lane and Palisade Avenue. Manager Broughton noted on his recent discussions with Mr. McKearnin and the County and noted to add the lane would require the taking of some properties and historic trees.
INTRODUCTION OF ORDINANCES
Ms. Evelina read the following Ordinances by title only into the record:
ORDINANCE #4209 - AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 29C OF THE CODE OF THE TOWNSHIP OF TEANECK, ENTITLED "RENT CONTROL" AS AMENDED BY ORDINANCE 4199.
ORDINANCE #4210 - AN ORDINANCE AMENDING CHAPTER 38, ENTITLED "STORMWATER CONTROLS" OF THE TOWNSHIP CODE.
ORDINANCE #4211 - AN ORDINANCE TO ESTABLISH THE SALARY FOR THE POSITION OF SUPERVISING PUBLIC SAFETY TELECOMMUNICATOR IN THE TOWNSHIP OF TEANECK POLICE DEPARTMENT.
C. Honis, moved that the Ordinances be introduced and passed on first reading and that the Acting Clerk is hereby authorized and directed to publish the required legal notice of the introduction thereof, together with a notice of the place, time, and date on which a public hearing will be held on said ordinances, and on which said ordinances will be considered for final adoption. Seconded by C. Parker.
Mayor Hameeduddin inquired as to whether any Councilmember wished to comment upon the motion to introduce.
There being no further comments, Mayor Hameeduddin called on Ms. Evelina for a roll-call vote.
In Favor: C. Parker, DM. Gussen, C. Honis, C. Toffler, Mayor Hameeduddin.
Abstained: C. Stern (Ordinance 4209).
Recused: C. Katz (Ordinance 4209).
Mayor Hameeduddin declared that said ordinances were duly introduced and passed on first reading.
1. December 14, 2010 Email from PPRAB - Boat Dock.
S. Turitz provided an update as to where they were with the boat dock. There will be a meeting held on December 15, 2010 in his office along with S. Gluck, the boat dock group and their attorneys and DM. Gussen to resolve some outstanding issues regarding insurance and permitting.
COMMITTEE REPORTS - COUNCIL LIAISONS
Mayor Hameeduddin noted that the Community Advisory Board wished to have the Mayor and Council to sponsor a Food Drive for the military families at the Teaneck Armory.
TOWNSHIP MANAGER'S REPORT
1. I have probationally appointed Mr. Stephen Toms to the position of Laborer in the Teaneck Public Works Department, effective December 13, 2010.
2. I have probationally appointed Mr. Brian Kistler to the position of Laborer in the Teaneck Public Works Department, effective December 13, 2010.
3. I have probationally appointed Mr. Lester Autry to the position of Laborer in the Teaneck Public Works Department, effective December 13, 2010.
4. I have probationally appointed Mr. Justin David to the position of Laborer in the Teaneck Public Works Department, effective December 13, 2010.
5. I have probationally appointed Mr. Maurice Coston to the position of Laborer in the Teaneck Public Works Department, effective December 13, 2010.
Manager Broughton spoke on the Old Police Buildings remediation project and noted that the decontamination and record removal process was currently underway, with interior asbestos removal and design to follow thereafter. C. Katz noted some of the momentums and souvenirs located downstairs in police building be retrieved, as they are some of Teaneck’s history.
Manager Broughton noted the new Recycling Program will be starting on January 3, 2011 and pointed out the new yellow recycling receptacle on display. Manager Broughton also stated that the new document entitled “Teaneck Times” which includes a calendar and information on the new recycling program will be distributed to each residence. C. Honis thanked Manager Broughton and the Committee for putting this together.
TOWNSHIP ATTORNEY’S REPORT
Mayor Hameeduddin wished all members of the Council and the Teaneck residents a safe and happy holiday season.
DM. Gussen moved to adjourn the Open Session Meeting at 9:23 p.m. Seconded by C. Honis.
