REQUEST FOR PROPOSALS

ELECTRIC VEHICLE INFRASTRUCTURE AND SERVICES PROVIDER WITHIN THE TOWNSHIP OF TEANECK

The Township of Teaneck is soliciting proposals through the competitive contracting process in accordance with N.J.S.A. 40A:11-4.1. Sealed RFP responses will be publicly opened and read aloud by the Township Purchasing Agent of the Township of Teaneck, in the Council Chambers, Teaneck Town Hall, 818 Teaneck Road, Teaneck, N.J. 07666, on October 15th, 2025 at 1:00 p.m. prevailing time or as soon as thereafter that the matter can be reached for:

“ELECTRIC VEHICLE INFRASTRUCTURE AND SERVICES PROVIDER WITHIN THE TOWNSHIP OF TEANECK”

Copies of the Request for Proposals are on file with the Township Purchasing Office, Teaneck Town Hall, 818 Teaneck Road, Teaneck N.J. 07666, between the hours of 8:00 am – 4:00 pm., Monday through Friday and will be provided upon a written request to: Simona Casian-Sirbu, Purchasing Agent, Township of Teaneck, 818 Teaneck Road, Teaneck, NJ 07666, fax: 201-837-5212, e-mail: purchasing@teanecknj.gov. Proposals are to be forwarded to the Purchasing Agent, c/o the Township Clerk enclosed in a sealed envelope and distinctly show the name of the proposer and be marked:

"ELECTRIC VEHICLE INFRASTRUCTURE AND SERVICES PROVIDER WITHIN THE TOWNSHIP OF TEANECK"

Proposals for the above listed services are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq.

Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.

The Township Purchasing Agent or their designee will open and read aloud the sealed proposals on Tuesday, December 16, 2025, at 1:00 PM, prevailing time, in the Municipal Building Council Chambers, 818 Teaneck Road, New Jersey 07666, Bergen County, New Jersey .

Proposals must be received by the Township no later than December 16, 2025 at 1:00 P.M., and must be mailed or hand-delivered. Proposals forwarded by facsimile or e-mail will not be accepted.

Proposals received after this time will not be considered. The Township will not bear responsibility for delays in delivery for any reason.

Proposals and all related information must be stapled or bound, and signed by the Respondent. If Respondent is other than a natural person, the Proposal must be signed by an individual with power to bind Respondent.

The name of the Respondent and the position or contract for which the submission is being made must be printed on the outside of the package containing Respondent’s submission, together with instructions that the submission should not be opened prior to the Due Date. (Suggested format: “Proposal for Affordable Housing Agent” - Do not open until December 16, 2025)”

Bidders (Proposers) are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A,.C 17:27.

This proposal is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4 et. seq.

Bidders must be registered with the Division of Revenue, State of New Jersey for a Business Registration Certificate at the time of contract award.

NOTICE TO BIDDERS

Sealed bids will be received, opened, read aloud by the Township Purchasing Agent in the Township of Teaneck, Municipal Building, Council Chambers, 818 Teaneck Road, Teaneck, NJ 07666 in the County of Bergen and State of New Jersey on Tuesday, April 7th, 2026, at 1:00 PM prevailing time for:

Bilton St., Livingston Pl. & Clinton Pl. Improvements

TOWNSHIP OF TEANECK

BERGEN COUNTY, NEW JERSEY

The work to be performed under this contract includes the following:

Roadway milling and resurfacing of Bilton St., Livingston Pl. & Clinton Pl. Improvements in the Township of Teaneck, reconstruction of curb ramps according to ADA standards, replacement of concrete vertical curb and sidewalk where required, and traffic striping.

Principal items of work in the project include:

· 5,500 SY HMA Milling, 3” or less

· 800 Ton 2” Hot Mixed Asphalt 9.5M64 Surface Course

· 800 LF 9“x18” Concrete Vertical Curb

· 100 SY Concrete Sidewalk, 4” Thick

Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications.

Bids will be accepted in the following ways:

1. Bids will be received at the time and on the date specified above. Bids submitted at this time shall be addressed to Farah Gilani, Teaneck Township Engineer, C/O Township Clerk, Township of Teaneck 818 Teaneck Road, Teaneck, New Jersey and shall satisfy all previously mentioned requirements.

2. Bids can be mailed: All mailed bids shall be addressed to Farah Gilani, Teaneck Township Engineer, C/O Township Clerk and clearly marked on the outside of the envelope:

“Bid for Bilton St., Livingston Pl. & Clinton Pl. Improvements”

All mailed bids shall be mailed employing a formal mail receipt procedure such as Certified Return Receipt and shall also satisfy all of the above requirements.

3. Bids can be hand delivered prior to the date or hour specified. In this case, the bids shall be delivered to Farah Gilani, Teaneck Township Engineer, C/O Township Clerk, Township of Teaneck 818 Teaneck Road, Teaneck, New Jersey and shall also satisfy all of the above requirements.

It is the Bidder’s responsibility to make sure that the bid is submitted on time and to the proper location.

The work shall be completed within Thirty (30) consecutive calendar days from the date of the notice to proceed.

All bids shall be irrevocable, not subject to withdrawal once opened, and shall stand available for a period of sixty (60) days except as may be permitted by N.J.S.A. 40A:11-23.3.
