Notice is hereby given that the following Ordinance of the Township of Teaneck has passed its second and final reading and was adopted by the Township Council of the Township of Teaneck on January 6, 2026.

NOTICE OF PENDING ORDINANCE AND SUMMARY

Notice is hereby given that the following ordinance was introduced and passed upon first reading at a meeting of the Governing Body of the Township of Teaneck, in the County of Bergen, State of New Jersey, January 6, 2026. It will be further considered for final passage, after the Public Hearing thereon, at a meeting of the Governing Body to be held at Governing Body to be held at the Municipal Building Council Chambers, 818 Teaneck Road, Teaneck, New Jersey and facilitated on ZOOM January 27, 2026, at 8:00 p.m.

During the week prior to and up to and including the date of such meeting, copies of the full ordinance will be available at no cost and during regular business hours, at the Township Clerk’s Office for the members of the general public who shall request the same.  The title and summary of the terms of such ordinance are as follows:

PROFESSIONAL SERVICES

At its January 6, 2026 meeting, the Teaneck Township Council awarded the following “Professional Services” contract:

Name:               Bowman & Company, LLP

Nature:             Professional Municipal Auditing Services

Duration:          From January 1, 2026 to December 31, 2026

Service:            the Auditor shall: perform the annual audit including audit the statements of assets, liabilities, reserves and fund balance - regulatory basis of the various funds, the related statements of operations and changes in fund balance - regulatory basis, the related statement(s) of revenues - regulatory basis, statement(s) of expenditures - regulatory basis, statement of general fixed assets group of accounts for the year then ended and the related notes to the financial statements, which collectively comprise the basic financial statements, of the Municipality as of and for the year ending December 31, 2025 in conformity with the Requirements of Audit as promulgated by the Division of Local Government Services, Department of Community Affairs, State of New Jersey, which is a comprehensive basis of accounting other than accounting principles generally accepted in the United States of America. In addition to the auditing services previously described, the Auditor shall also assist with the preparation of the 2025 Annual Financial Statement, 2025 Annual Debt Statement, the 2026 Budget, the Continuing Disclosure Report, the Fixed Asset Listing and the preparation of Capital Budget Amendments and Supplemental Debt Statements for bond ordinances in 2025 if so requested., as needed, as authorized by way of Resolution No. 18-2026 adopted by the Township Council on January 6, 2026.

Amount:           Not to exceed $80,800.00 without further authorization from the Township of Teaneck as authorized by way of Resolution No. 18-2026 adopted by the Township Council on January 6, 2026.

Nature:             PROFESSIONAL LEGAL SERVICES

Duration:          From January 1, 2026 to December 31, 2026.

Service:            The Township of Teaneck is in need of professional legal services to serve as Tax Appeal and Redevelopment Counsel

Amount:           Hourly Rate: A blended hourly rate of Two Hundred Dollars ($200.00) per hour for services performed by attorneys for municipal matters paid by the municipality. For matters funded by a developer/redeveloper escrow, a blended rate of Three Hundred Dollars ($300.00) per hour. Legal 3 services provided by paralegals will be billed at an hourly rate of One Hundred Twenty-Five Dollars ($125.00) per hour.  as authorized by way of Resolution No. 16-2026 adopted by the Township Council on  January 6, 2026.

Nature:             Professional Engineering Services

Duration:          From January 1, 2026 to December 31, 2026

Service:            The Engineer shall report to the Township Manager, or his/her designee, who shall direct the Engineer to perform various professional engineering services on behalf of the Township, as needed, as authorized by way of Resolution No. 17-2026 adopted by the Township Council on January 6, 2026.

Amount:           At a cost of $195,000 for Basic Services for a term of one year to commence January 1, 2026, and expire on December 31, 2026, the contract will be available out of appropriations under the 2025 budget as authorized by way of Resolution No. 17-2026 adopted by the Township Council on January 6, 2026.

Nature:             Professional Planning Consultant Services 

Duration:          From January 1, 2026 to December 31, 2026

Service:            To provide various professional planning services

Amount:           Rates set forth in the agreement on file in the Township Clerk’s office for additional services as authorized by way of Resolution No. 30-2026 adopted by the Township Council on January 6, 2026.

Service:            To serve as the Township’s Co-Prosecutors.

Amount:           Rate set at $350 per session in addition to reimbursement for expenditures as set forth in the professional services contract on file in the Township Clerk’s Office authorized by way of Resolution No. 27-2026, 28-2026, and 29-2026, adopted by the Township Council on January 6, 2026.

Nature:             PROFESSIONAL LEGAL SERVICES

Duration:          From January 1, 2026 to December 31, 2026.

Service:            The Township of Teaneck is in need of professional legal services to serve as  Labor Attorney

Amount:           Compensation and Hourly Fee: Contractor shall be paid at the rate of $175.00 per hour/attorneys as authorized by way of Resolution No. 13-2026 adopted by the Township Council on January 6, 2026.

Nature:             PROFESSIONAL LEGAL SERVICES

Duration:          From January 1, 2026 to December 31, 2026

Service:            To serve as the Township’s Public Defender

Amount:           $20,000.00 annually and additional fees forth for reimbursement of expenditures which was authorized by way of Resolution No. 21-2026 adopted by the Township Council on January 6, 2026.

Nature:             PROFESSIONAL LEGAL SERVICES

Duration:          January 1, 2026 to December 31, 2026

Service:            To serve as the Township’s Alternate Public Defender

Amount:           Rate set at $250 per session in addition to reimbursement for expenditures as set forth in the professional services contract on file in the Township Clerk’s Office authorized by way of Resolution No. 22-2026 adopted by the Township Council on January 6, 2026.

The authorized resolutions and contract are on file in the Township Clerk’s Office and are available for public inspection, during regular business hours.
